We don't use handbooks period as they're often wrong as hell.
Classic Thor moved a million tons with ease on panel when he was depicted by Lee/Kirby, which is as "classic" as it gets.

Why wouldn't Thor's feats be relevant?

Try again.

I can do the same thing. At a much weaker state, WWH thunderclap koed Rulk. This thunderclap that ripped through a dimensional barrier...a thunderclap that is generated from a FAR more powerful Hulk should outright blow Thor insides out.

it won't decide the fight, but it does illustrate the point that for all Hulk's high showings, someone like Thor is going to be able to damage him.
See you nailed it right on the head. Yes Thor can damage the Hulk, but blatantly saying things like the Hulk won't be able to mount an offense because he would never be able to overcome the storms that Thor whips up, the lightning arcs, anti force bolts, or the God blast is simply or should i say, blatantly disregarding the Hulk's past capabilities of resisting forces that could have been just as great, or even greater. Carver's posting of Vector and his reality repelling feat is a very strong argument, and shouldn't be discounted.

Hyperbole. I feel pretty much safe at saying Hulk could thunder clap those winds out with ease.
