The Bothan Senator is not in of himself a spy! He is a politician type, regardless of his species; his species just sets his interests. You can still make him non-Bothan if you want.

"He might have knowledge of an artifact that we are looking for. I know he probably doesn't want to talk to us, or be found but we still need to try. As you know, he's secretive and doesn't really have much contact with everyone, but you must have known him well. Do you know anything that could help us track him down?"
So just thinking about stuff, We should figure out Saar's timeline. When he was working for Lennah, was he known as Dark Jedi? Did he meet Kuylen when he was working for Lennah?
This may have been mentioned in this thread, but might be good to review.
Also, Might Lennah have contact with Elzair? Would it possible to check that?

Ask her more about her experiences working for Lennah, before Saar. She's not seen him in years, but she was with him for a period of time. Look into that.
Vera-Kin will address the Bothan Senator.
"I am Jedi Master Vera-Kin, an associate of your friend Jovan," Vera-Kin says. "Jovan was under the impression that you may be able to assist us with a matter. We are trying to trace a communication signal back to its source. We have its end point, and we've discovered that it's being relayed through a multitude of different relays to scramble the signal and misdirect anyone trying to follow it.
"We've hit some roadblocks with the various companies the signal has gone through. It will take us far too long to negotiate with each one individually. Is there any way you can help us?"
Lennah doesn't spend his entire life out of touch, but h does it for years at a time. This is pretty regular How long this time? About a decade.

Ok, the Senator wants to know what the angle is. He can't force anything to happen at all, because getting anything done in the Senate takes months at a minimum. However, you will be amazed what lengths corporate entities will go to to play ball in order to stop something happening in the future, so as a Senator often the best way to get things done is to make a speech making it seem like you will do something, just to shake the trees and flush out everyone who reacts to it. In fact, more Senatorial business gets done behind closed doors than ever actually gets voted on.
But he'll need an angle. What's the public good?
"And don't tell me it's the Sith or the Dark Side or whatever you say this is about.. I can't go to the Senate and make a speech saying satellite companies are in league with dark forces. It won't 'play', as they say."
That might be a bit extreme, claiming that these companies are just fronts for criminals. They're more likely to be offended and resist helping us.
Maybe we should pitch that we are aiming to make their networks more secure by tracking down those who hack into their networks. Something of a public safety, increase of security and privacy, though it requires out violation in order to get through.
The whole sequence of events is in a roughly 12-15 years ago time frame. I can't be more specific than that because you are not encountering the events linearly. All of it was pointedly before Kuylen started excavating Avalar.

You don't know, Xeth, because you have only got as far as the weather satellite so far.

I don't want to slander Lennah without any evidence, and 'in league with dark forces' isn't going to work with the public..."
