The point isn't to say that DD is fast because he reacted to Flash, it's that Flash doesn't loose his superspeed because DD reacted to him. In the same way that DD doesn't loose superspeed just because characters of lesser speed were able to attack him.

Here are 6 instances from DOS. Maxima, Guy Gardner, Booster Gold and Superman all comment on DD's speed.
