Now granted, this isn't restricted to just Superman. Thor does the same thing. Even Batman rarely convinces me that he is nearly as skilled a fighter as he is supposed to be. It's an aspect of the medium as a whole.

With Batman, I agree, and it basically demonstrates one of my pet peeves with comics.
Skill almost seems to be something people just take to heart because narration keeps telling us so. Very rarely do I see people actually attempting to justify why X is more skilled than Y. They just go by narration hype because they find it hard to quantify.
Captain America is one of the few exceptions to me, his skill is easy to see. He keeps it basic, little wasted motion, and negates opponent's offense.
Implementing your offense while inhibiting your opponent's offense as best as you can, that is all skill is really.
