However, the "once in a generation" genius of Hashirama's generation most likely is Tobirama since he came up with multiple high-level, but very useful and unique jutsus. (High level water jutsus without water being around (which is supposed to be in the levels of "absurd" in the naruto-verse), Teleportation jutsu, and the resurrection technique). It was also Tobirama that did lots of the detail work in organizing Konoha (creating the police force from the Uchiha to placate them, and doing most of the political and military organizing...in fact...Tobirama was most likely the biggest genius to come through Naruto, in the series, now that I think about it...only the great sage can claim greater mind feats. Maybe Shikamaru can claim a greater intellect in the future).
In fact, one could speculate that Tobirama was the single best innovator of jutsus to have existed. Any of Oro's stuff was just amalgamation, at best, and copying, for most of it.
Minato's only uniqueness came from his style of fighting with borrowed techs and the rasengan. But even the rasengan is emulation. So, yes, while Minato was a genius (tactical, logical, etc.), he was not a jutsu genius like Tobirama.

Well considering Minato can rival Itachi and the 3rd Raikage while being, at face value, an average ninja I guess I can see why. Plus the dude is ninja perfection and got where he was exclusively off of talent.
