LT remains the conceptual aspect of necessity because that is how he was created. Necessity does not change.
The Presence does not remain the most significant "god" because he is not omnipotent. Here, he is not the source behind anything relevant to his opponents. Therefore, he holds no true power over the LT. His influence and authority does not leave DC.
Omnipotent means all powerful. If "God" created everything, that means he created this neutral-verse where they battle and would have power and influence over everything. That is not the case here.

I don't know, but it's definitely not Presence that decides whether or not LT retains his capability.
Where as, it is a fact that Presence is not responsible for anything outside of DC. Necessity is there without major intervention from any "god."
How does Presence remain "God" in a neutral place it didn't create? "God" was said to create everything, but Presence did not create here. Presence did not create the necessity outside of DC.

If I were you guys, I would stop making this thread more complicated than it is. Debate the characters without worrying about who's backing them. Otherwise this thread will not work and it will be closed. Surfer gets his powers from Galactus, but he doesn't invoke the full power of Galactus when he fights. That's the best comparison I can think of right now.

I really hope this thread gets closed then. It's not fair for someone to be credited for something they did not do. With that rule set in stone for The Presence, it can automatically jump into being the supreme creator which is BS and could potentially discredit what writers themselves had in place. Instant PIS. Let me be the first to hope Presence is barred from all vs threads.
Presence, given the benefit of the doubt, is nothing more than a walking plot device that is not absolute because it can change according to any situation at hand. A major factor of that change is necessity, which no creation can get around. all plot devices comply with the LT, if not they get banished to other realms or retconned.
