But it still seems that the smaller the storm is the less gravitationa force it has, as when he used one over Coruscant, it wasn't nearly as powerful as the one he used on the New Republic fleet.

It seems that ripping holes in the fabric of space is the extent of what Palpatine can do with the intense energies at his disposal. I don't see why couldn't tear Nihilus apart from the inside out with that kinda power.
Kreia isn't killing either one, honestly. Sidious and Luke both demonstrate physical speed and agility in vast excess of what she's known to demonstrate and her ability isn't depicted to be as indiscriminate as Nihilus's, which wipes out entire areas. She's fodder for either of her enemies, but Nihilus wins the day.

He still largely is. Nihilus or Traya may be able to defeat him in a fight (may), but only due to their completely broken Drain. That isn't a representation of power. Other than that there really aren't many who legitimately challenge him.
