In All Flash (I think) Wally's body was being controlled. Jay and superman were side by side and jay said something like "we are a closer match then you and wally. His speed is beyond ours." Then Jay steals supermans speed to catch up with wally.

"amping from the speed force" suggests that Wally can't do it normally, but considering that's where his source of power comes from, everything he does is amped by the Speed Force. It would be like asking if Hulk can perform a strength feat without Gamma Radiation amping him.

Light is in slow motion--or not even moving at all, to a Flash.
Barry simply raising his hand to pick a booger within the attoseconds he thinks in, is already moving massively faster than light by the very meaning of attoseconds.

I agree Jay is slower then Sups. Especially after his run with Black Adam. I was just pointing out that superman wasn't up to par in that race. I think over all Superman would be faster then Jay but not Berry, Wally, or Bart.
