It was stated in the film that an arrest warrant for Banner would likely be put out due to all the damage he'd done, and Stark mentioned paying for the building damage as well. On top of that we see Stark make a conscious, explicit effort to draw the fight away from population centers, and protecting citizens from collateral was the focal point of several sub-plots within the movie.
So, nah. MoS is still a stupid movie where Clark is a sociopath and Avengers is not. That's at least one thing this movie has going for it I guess.

Just because you pay for a building after you blow it up, does that make it ok? Say I came to your house and burned it down, and then said here is some money. Am I forgiven? I mean that building was by far the least of the damage.

That last scene had no thought put into at all. The first Avengers you could see that Whedon had every scene for a reason and thought it out. I'm going to have to do it myself? That's just lazy writing. What was that? His locker or Odin's?
Here's hoping it's Odin's. That would explain Thor 1 and could be like Thanos quest.
