That's a pretty bold claim by him. For that to be valid (Flash level speed) I'm going to need to see some hard evidence. Evidence that includes reaction and perception details. I only say that because of what Flash level speed encompasses. If it were anyone else I prolly wouldn't ask for such stringent evidence.As it stands right now ftl speed is nothing troublesome for Rider.
Ray was traveling around the universe under his own speed, without using stargates or anything while carrying Black Canary. He did have some perception problems, though.. One problem was dealing with the possibility of overshooting his solar system. But he was also inexperienced in interstellar travel, and had no such problems racing Impulse in Young Justice (They never raced to a conclusion, it was just something they usually baited each other over)
But in terms of raw speed, he can move fast enough to break the time barrier in either direction.
