It does enhance the brain. Steve stated he had practically a total recall with memory. To other statements as well as Pete could become better at focusing. But seeing that Pete is already a super prodigy it may not take him at another level. Since he's at that level or above. As Steve was considered frail/sickly. It was his will, fire, determination that separated Steve from the ones that were better athletic.
Its like asking if Kingpin (who has incredible freakish/ringer strength) gets Cap's SSS abilities. Does it add to his already phenomenal strength(which many argue above Cap) or balance all the stats out to make the Perfect man.
It's really hard to tell or maybe Peters brilliance is at the same level but his mind just works better at processing information/recalling information and doesn't get mentally drained as easy. A more sharp and focused mind. But same level of intelligence.
IMO it would make Pete more smart but others might disagree. Steve after losing the SSS still remarked on how his skills and all his experiences were still the same despite losing his speed and power. For example in his frail body he defeated Super Soldiers, to another time without the SSS his strategy/tactics were still not gone as he defeated Crossbones and then Serphent Society.
He wanted to prove himself.
