Yep. But how is that any different from a sudden vampire attack? His powers seem to work from all angles and takes no effort to activate.

Like I said, no proof either way. From what was indicated in the movies it's automatic.

Alec's power is slow and Emma has been shown to block mental powers on the movie, so tey again.

She can also surround herself with a disintegration wave, as seen at the end of X3

On an unrelated note. I think it stands to reason that Shaw is always charged to an extent as his powers "keep him young". If walked around with zero energy, he'd have nothing to keep him from aging.

I mentioned before that he would be constantly charging himself in some fashion. Walking, for example.
