The ki control is a very defining point of the Dragonball series. For example, when Trunks challenges Goku, you see him focus a large amount of ki in his index finger, then he proceeds to easily block every sword strike of Trunks' with just that finger, despite Trunks being in his super saiyan form as well. And that form being that one that easily cut Frieza and his father down.

His power level doesn't increase when he increases his muscle mass. That's just so his body can handle the strain of doing the kamehameha.
And him trying to hit Frieza, bulked up or not, would be similar to Hercule trying to punch and kick Cell. He'd notice, but only because he's looking directly at Roshi as he attacks him.
None of Roshi's attack would do more than annoy Frieza for wasting his time.

well in the Tournament agaisnt Kid Goku they both Kamae blasted and Roshi didn't get bigger...but when goku transformed Roshi got bigger to blow up the moon...i think it does increase his power level...or why would he do that? (im not saying it would be a enough...just feels like it increased his power-level)
I just realized a huge inconsistency.
Frieza was under the assumption that Goku wouldn't be able to survive in space after Namek exploded. Yet not only had Bardock flown through space, and somehow spoke in space unaided. Vegeta did the same thing when he blew up the bug planet back before his costume's color scheme changed to the blue and white.

Bardock movie isn't canon so that can't be counted. Maybe Frieza just had faulty info on the Saiyans?
