DD wins this. Voldemort was trying to kill Dumbledore in the DOM, whereas Dumbledore was doing his best not to destroy LV's body. Destroying LV's body would only be temporary reprieve for the world, and a good chance that LV would just wait for DD to die before coming back. DD was handicapped by restraining Bellatrix, protecting Harry, and concentrating on NOT KILLING VOLDEMORT, whereas Voldemort was doing his hardest to kill Dumbledore...and still got owned.
Without the wand, probably stalemate.

He got the bellatrix part from the books so not clueless and actaully he wasn't trying to kill Voldmeort. It's made clear in the movies, books, and Video game especially by in this clip.
