I am being honest. I don't think the recurring villain is the ultimate challenge. They have been beaten too many times to be considered the big baddie. They just scheme it up.

The big baddie is the one you can never truly defeat. Your nemesis. Skeletor, Joker, Luthor; they're the biggest and baddest for a reason.

Skeletor is explicitly not the biggest baddy in the He-Man series though, lol.

And in the case of Superman, I'd argue Darkseid is his antithesis and ultimate challenge in a way beyond Lex.

The only other I can think of is King Hiss. And wasn't he brought back by Skeletor's machinations? I've never seen the original show, only the remake.(and not that god awful future version either...the good one).

And I'm with PR. Darkseid is above Lex in many ways, but he's a problem that more often than not, Superman can punch in the face until he goes away for a while. He doesn't have that luxury with Lex. Most of the time while he knows Lex is pure evil, he wouldn't be able to live with himself if he caved his face in like he does with Sir New God Craggly Face.

Superman isn't willing to lethally handle Darkseid because Darkseid is super powerful.

He is willing to do it because Darkseid is one of the most horribly evil and dangerous threats to existence, a godlike being whom won't stop until all individuality is destroyed, and the Multiverse is an extension of himself.

Hasn't Luthor at several points done something on that scale?

I disagree, tbh, at least where Darkseid is concerned. He's up there, but I wouldn't consider him to be Superman's nemesis. I actually used to think he was too, but I've had to revisit that.

And when I mentioned Skeletor, I was speaking from watching the animated show. I've never read the comics much.

Darkseid is more of a chess player than that. He likes to mess with Superman psychologically. The one time he did try to wipe everything out was Final Crisis, and thankfully they stopped him.

They defeat them every time. They spare them and can keep them around because they own them. Luthor is owned by Superman. Just because he won't kill him that's Superman's moronic fault not like he can't. Doomsday is someone he needs help with because he's a much bigger challenge. Luthor is just a recurring challenge.

And to honestly think Luthor is some big bad challenge for Superman is beyond me.

Neme's point is Darkseid is a bigger challenge for Superman because he is. He might not be Superman's primary antagonist which to you means ultimate challenge. Both Darkseid and Doomsday are both bigger challenges for Superman.
