Does Beta Ray Bill's hammer have a "no one but Bill can lift or palm this thing!" clause, like Mjolnir, or no?
Because this version of Supergirl was pretty resourceful at using opponent's weapons against them, demonstrating this perhaps most famously by stealing John Stewart's Green Lantern ring and using it against him (Supergirl #4, Volume 5), even as she found a way to use Cassandra (Wonder Girl) Sandsmark's own lasso to take Cassie down a few issues prior (Supergirl #2, Volume 5).
Note that Sandsmark's Lasso is or was a god-blessed weapon that channeled magic lightning ...

I went and looked up "Stormbreaker" on Marvel Wikia just now.
The site says there is no proof.
It also goes on to say that Eric Masterson was able to wield Stormbreaker in place of Bill, as was Thor himself, as were several Skrulls. Eric and Thor can be argued as "worthy", given that they are Uru hammer wielder themselves and Thor avatars, but ... the Skrulls? That tells me either there is NO worthy enchantment on the thing, the requirements for "worthiness" are lower on it, or the Skrulls were very clever about circumventing that clause.
For the sake of argument, though, I'll simply give my opinion for both cases.
1) Supergirl, if Stormbreaker is user-friendly ...
2) Undecided, at this point, if Stormbreaker is Beta Ray Bill exclusive.
The reasons for being undecided at this point are
a) I am not sure how much fight experience BRB has
b) I am not sure how likely Beta Ray Bill is to teleport opponents in battle
and
c) I am not sure how strategically Beta Ray Bill thinks
If he's a straight brawler like Thor but without Thor's fight experience, I give it to Supergirl, who, from what I can tell, is stronger, faster, and marginally tougher than BRB, especially if we're going with the pre Sterling Gates version of her.
Marvel Wikia and Handbooks and the like are nice, but the actual comics supersede those.
And in this comic I'm looking at right now, #412 of Mighty Thor, the worthiness enchantment is clearly in effect.
As far as the Skrulls go...they made Galactus skrulls (wtf) and were able to fool Marvel Earth with their sleeper agents, bypassing Richards level tech and fooling even the most practiced mages. They even had their own "gods", so the Skrulls being able to work around Stormbreaker's enchantment with off panel shenanigans isn't the craziest thing in the world.
Still, for all intents and purposes under typical circumstances, Stormbreaker has a worthiness enchantment.
