They do. But that was Gohan's whole schtick. He has enormous potential well beyond any other Saiyan.And, as Mystic Gohan, he realized this potential. So Vegeta matching him on his own, even in rage mode, is absurd.
Logically speaking, this makes no sense at all. A SSJ2(pissed off or not) certainly shouldn't be able to access more potential power than a SSJ3, let alone Mystic Gohan-- again: the former is 4x>SSJ2, while the latter is, in all likelihood, 6-8x>SSJ2(at the very least.)
That is why I maintain that Akira simply stepped outside the parameters of 'logic' during that scene, and opted to give Vegeta his much needed time to shine, regardless of the glaring continuity errors.

b.) Vegeta's onslaught, while visually impressive, didn't even momentarily stun Cell. Conversely, Vegeta actually managed to draw blood from Bills during his melee.

DBZ is one of the consistently most inconsistent animes when it comes to powerlevels anyways, so I wouldn't put the pointy finger on the series maker for any reason whatsoever.

Mystic Gohan is vastly superior to SSJ3 Gotenks and even more so to SSJ3 Goku. Remember that SSJ3 Goku admitted he had no chance against Super Buu. Also Super Buu was holding back against SSJ3 Gotenks so he could absorb him when they kids refused.

As you can see the only one stronger than Super Buu was Gohan. Gotenks was strong enough to put up a good fight but he couldn't win. And Goku knew he stood no chance what so ever. It goes like this:
Gohan>>>>>Super Buu>>>SSJ3 Gotenks>>>>SSJ1 Gotenks=SSJ3 Goku>>Kid Buu>>>>Fat Buu.
