First of all, Cyborg Superman is, on most occasions, low trans. He'd be expected to beat someone like Doomsday. That Doomsday beat how many teams/heralds exactly?
Anyway: You're ignoring Doomsday's feats either way. It isn't an open window.
The first time Doomsday met Wonder Woman, it broke her arms and had her on the ropes. Even catching her off guard (I don't know where she said it, but let's argue that it did), to hurt her to the point that it was beating her, doesn't mean that it all happened because she was somehow unready. Remember, at the end of S/WW #1, She's attacking Doomsday, not the other way around. She might have been surprised by how strong he was, but that doesn't make him somehow weaker. Doomsday was winning, which puts him at LEAST on Wonder Woman's level, if not above it.
Then he fought Steel. Steel's hammer shattered just from hitting Doomsday, and Steel proceeded to have his ass kicked. It's impressive, but not exactly herald busting.
Then he fights Wonder Woman again. A short fight, but we do see Doomsday and her have a more fair fight this time, to the point that she actually hurts Doomsday. Take note though, that at this point, Doomsday runs when Superman arrives, so is, at the very least, not confident enough that it's at full power just yet. This is what Lex Luthor believes anyway. Though I see no other reason why it would run, tbh.
When Doomsday reappears in Mumbai, Superman fights him by himself. We've already been told that Superman is the only person Doctor Shay believes can even be around Doomsday for more than ten minutes (and we did see Diana get poisoned earlier). The fight, in which Superman carries him (WHILE FIGHTING HIM) to Venus, where Superman finally downs him with an enormous blast of heat vision:
This STILL isn't enough to kill Doomsday, as after Superman returns to Earth, Doomsday follows him. Doomsday obviously thinks he can kill him then, wouldn't you say? They proceed to fight some more, showing us that the heat vision was only enough to slow the creature down.
So Superman tears him in half, before breathing in the spores and falling over, completely ****ing knackered from what had just happened.
How can there be any doubt as to Doomsday's power level, given his two fights against DC's top male and female heralds (at least when it comes to physical combat)?
You said he fought Zod? When? On Krypton? When Doomsday had no real powers either, and was just a really hard to kill monster that they ended up having to put in the Phantom Zone? A phantom zone that he escaped from, now that I mention it.
So Doomsday has had what, fights so far? If we exclude DOS, obviously, as powers were different back then:
1. Fought Krypton, was locked in Phantom Zone.
2. Fought Wonder Woman, was winning.
3. Fought Steel, kicked his ass.
4. Short fight with Wonder Woman before Superman arrived, was pretty even.
5. Fought Superman, who ended up tearing him in half.
That's more appearances than most "monster of the week" characters get, and we still are able to at least gauge a general power level with them. How can we not do that with Doomsday?

First of all, we know doomsday doesn't have an stable power lvl, he get's stronger while growing up. The doomsday that Zod AND the others kryps (powered to an unknown extent by that armor) faced was still in larva state so it was nowhere near current doomsday power-wise and even then the narration tell us the battle 'crumbled the city'.
The next we see of doomsday is that he's trapped in the phantom zone, so YES, Zod definitely beat it via bfr to the phantom zone. Later doomsday escapes and break the arms of wonder woman with one hit. Diana was holding off Zod and Faora empowered by apollo a few issues ahead.
In other words, an amped non-powered Zod had to bfr doomsday in it's earlier (therefore weakest) stage after a city and thousands died. Too many variables to use it as a low showing, huh?
