if not there are still present threats left from the first and second age currently left in the Lotr universe that can easily par with the potter universe

They keep dragons as tortured pets. In potter verse they all shit themselves in sight of one dragon. In porter verse they use them in their games.

I'm going with potter forces here. Also Harry potter wizards can match what the lotr have. If we put that sheild from deathly Hallows up again and the eleves attack at once, they get vaporized. Then we have firestorm and fiendfyre and many different charms and spells and curses and hexes and jinxes that can be used.

From my limited knowledge of LOTR, in their primes are these the top tier people

Gandalf, Sauron, sauroman, and all other people of gandalfs species but are those the top three.

With the movies there is no question that Harry Potter universe as a whole is superior. Look at how much of a let down Sauron's "greatest soldier" the Witch King was in the movies. Sauron was also highly disappointing in the original movies. He didn't really do anything awesome until the Hobbit movies. The part where he fights Gandalf is bad ass.

Also if you want to get technical, the Harry Potter universe has things like nukes and other weapons. Granted the wizards do not have these weapons, but they exist nonetheless in the universe.

With the books it swings the other way due to the god like beings that exist in LoTR.

No one from Lotr is as powerful as Voldemort.

The thing is LOtR is boring to me. Not the movies, I love them. I was just bored by the books.

As for HP being for tweens, it is not. It's for all ages. Not to mention by the 4th book the series began to get incredibly dark. Hell in the final book the main characters mind rape numerous people without even giving it a second thought.
