What are you responding at? He could feel them, but not see them: basically, Mace was amped to a degree where Anakin couldn't see him (despite Anakin being faster originally), yet he could only see Sidious as a blur.

If we take any of this into account, speed levels would look like this:

Sidious>>Yoda>>Anakin>Mace=Dooku

That's just stupid.

Upon tapping into Vaapad was Mace able to see Palpatine's movements, but prior to that, the other Jedi fell before him.

I think you put too much emphasis in what people see to dish out speed levels.

From the ROTS Novel:

"That blue blade was everywhere, flashing and whirling faster and faster until Dooku saw the room through an electirc haze,

Here Dooku pretty much sees Skywalker's blade as a blur. And yet Dooku was still on a level of speed at which he could fight on par with Skywalker.

I don't ever remember reading anywhere that Jedi see things move in slow motion. Correct me if I'm wrong by providing the source that says they do see everything moving in slow motion according to how fast they are.

Not sure what you mean. I do remember Maul moving ''between moments'' or something like that.

That might be the most meaningless description of movement I have ever read.

Unless he can time travel at will.

For your pleasure:

Rapier lunged at full extension, its metal knee joint bent almost to the floor. The needle point flickered toward Maul's heart, almost too fast to see.

The dark side blossomed in Darth Maul, the power of it resonating in him like black lightning, augmenting his years of training, guiding his reactions. Time seemed to slow, to stretch.

-Shadow Hunter

If some of the residents he had passed on the street were the hunters, the manka cats, here were the nerfs the cats fed on—the ones who gave themselves over to intoxicants and games of chance and other vices. It was the sheer absence of discipline that sickened him. Discipline was the key to power. Unflinching discipline was what had forged him into a sword master and warrior. Discipline was what enabled him to defy gravity and slow the inrush of sensory input, so that he could move between the moments.
