They had it under control but were losing it as confirmed by the dialogue.

They regained their strength, or at least Superman did as we see a few pages later:

I think it's due to the planet pulling "feat".

Superman at full strength is seen as a planet-puller and thus WW's sharing of the "feat" could be categorized as a "non-feat" due to the unknown (possibly majority) portion of the "feat" Superman contributed in. Making the "feat" questionable at the least. Even when using Abhi's interpretation of it and discounting celey's point.

From my perspective:

Her comment was based on her assessment of the situation:

"What did that gain you? Another dozen heartbeats? Another breath?"

which preceded:

"You'll never regain your strength in time to be a true threat."

She clearly expected them not to have that much time left based on her initial statement of "another dozen hearthbeats/another breath". She expected them to die soon as per her words: within a dozen heartbeats/another breath. W/c is then foiled by Etrigan giving them more time than she expected.

Superman alone mentioned "just a few MORE minutes..."

W/c implied that he got some minutes of rest and that a bit more would fully restore him.

Thus, at the very least, her statement of them not being able to regain their strength in time was based on her incorrect assessment of the situation and should not be taken at its word at all.
