He did attain his goals throughout the years. He did not attain them all. Ganondorf was foolishly taken and beaten. The Top then favored him and he was still defeated.
His goals were not the same as Ganondorf. His paths through history was far longer than Ganondorf's was. He also lived in a much more advanced worlds with harsher competition. It's like comparing Ganondorf dominating the junior varsity when we are comparing that to the NFL.
