Not really. Kain has never blitzed anyone, so no one would ever classify him as a speedster.

Except for the fact that comics are notorious for having speedsters getting tagged all the time due to PIS, just ask Thor, Surfer and Firelord

Pis is a way of dismissing certain showings due to bias. We see humans tag vampires in True Blood despite them being faster. You're just not smart.

They are just fast enough to tag that person in that instance. You don't have to be faster than someone to hit them. Quit saying stupid things.

TB vampires are faster than bullets. Humans can't even process how quickly they are moving with their eyes.

Get a clue.

Or they are not using their speed in that instance or are caught off guard. They also can have the reflexes to attack the faster characters.

It happens in fiction all the time.
