It's expensive for sure, but really not that much out of the ordinary for a film costing 250 to spend an additional 150 on marketing.
TASM2 spent around the same numbers. And yes that was considered a failure, but it only grossed 700mill. Another 100mill and the TASM series most likely would have continued.
Plus WB probably figured they could afford to spend more due to the product placements. And let's not forget, the marketing might actually do its job, and get everyone in the theatres in 10days.
