Good hasn't the same destructive capacity as Evil due to lack of Beast form alone, which is evident of Good not seeking power, and thus having less. Omni-Cole is, of course, a combination of both, which broadens his power spectrum significantly.

Superhuman strength for a baby is still human strength and once again it's always situational, there are plenty of times when he can't break free of his parent's grasps, he's been carried to his room and to bed against his will numerous times while fighting to break free.
However unlike Peter or Homer, whose skills and superhuman damage soak are only situational, for Stewie it can at least become possible for the sheer amount of times its done which kinda syncs with what he should be capable of.
That and great marksmanship with laser guns :T

I still call for re-label to Good/Evil. Otherwise, 'Beast! Cole' arguably implies Evil Cole in Beast form, which is not perpetual, or even necessary for Mid Meta rank. I would still argue Good + Evil tier climbing. Cryokinesis isn't the only addition. Even his electrokinesis behaves differently depending on moral standing.
As a cartoon he's very inconsistent, I'll admit he's accurate, rarely seen him miss but in terms of physical strength he's as strong or weak as the joke/plot needs him to be. One second he can whoop Brian's ass and injure him, the next he can't break out of a hug or snap his child leash off. Looking at the low street levelers from the comic list, I see that a lot of them would whoop his ass in a fight.
Got a point there. For the sake of it, who's the minimum for mid street?

Evil Cole would just point to normal, pyro Cole. Beast Cole states that is only when using the powers of the Beast, not his own as they don't stack up. The reason Beast is in that tier is because that specific power can bring down attacking jets with a gesture and regenerate from atoms. His pyro and electro powers come after this, with the subtle variations of electricity and ice powers after that.
