War for Low, Death for Mid, based on feats, abilities, and equipment. Based on hype, they are at least Low Heralds as they are supposed to be Life Wipers.
Just the upper tiers and/or most well known versions IMO if there is to be a limit.
Most of the ninjas would probably fall in the Meta ranks.
Hashirama and Madara are the only ones who could be considered for the Low Herald Category, and so far, there are only three other ninjas (Sage, Ten Tailed Tobi & Naruto) who are on their level or higher, but they'd still be within Low Herald.
