Magnus the Red for high herald, or at the very least mid herald.
He is at base much faster than mach 3,000 Space Marines (In Know No Fear we see that Space Marines can process a considerable amount of information, in this instance the position of another Astartes, the weak points of his armour susceptible to bolter fire, how to angle the shot so as not to void himself into space, etc, in a nanosecond. We also see a different Marine stab a Chaos Marine in the face in less than a microsecond, putting him at no less than mach 3,000 if you wanted to lowball). Marines can not even perceive a Primarch's speed, as evidenced in Flight of the Eisenstein when Rogal Dorn manages to clear a room's distance and hit him in the chest, without the Marine seeing it. We also see this in the short story After De'Shea when Angron manages to grab Kharn, break his arm, and have him pinned to a wall, before Kharn notices shit. Like, he walked in a room, and next thing he knew he was against the wall with his arm broken. This is also seen in The First Heretic, when Corax and Lorgar dueled.
Further compounding Magnus' speed is his ability over time. He can slow time to the extent that arcs of lightning move with "infinite slowness", as did Leman Russ (which is another decent Primarch speed feat). He can also bring time to a dead halt on a planetary level, and can selectively choose whom is affected (He slowed time for everything save himself, his Legion of Space Marines, and a single Space Wolf captain).
Magnus is physically strong enough to level mountains, he reminisces about doing such in A Thousand Sons, and Fulgrim, a smaller, less physically formidable brother, is said to be capable of such. More evidence of such things is when Angron, in False Gods, has a mountain explode on top of him, and he proceeds to hulk out and burst from the mountain so violently and explosively that Loken, a Marine, believes that another bomb has gone off. We see further evidence of Magnus' strength when he duels Leman Russ. With a single punch, he actually breaks through Russ' armour and pierces one of his hearts. This is notable because Konrad Curze, a fellow Primarch, as a mere baby survived falling into Nostramo's atmosphere, tore a huge rift in the planet's metallic crust, and finally stopped near the core of the planet. He proceeded to crawl out. Leman Russ himself as a baby actually landed on a volcano, destroying it. He too crawled out. This puts Magnus' strength on a level that enables him to maim beings capable of surviving country+ blunt force trauma. It also of course is indicative of his own durability.
He is a life wiper in terms of destructive capacity. During the razing of Prospero, he tore asunder the veil between space and the Warp and devastated the surface of the planet, while fighting his brother and doing lots of cool shit like leveling the rest of the world's capital city with a powerful earthquake.
He is capable of transmutation. With a gesture he transformed a sea into corrosive acid to kill advancing Space Wolves and Custodes.
He is a powerful telepath. The Daemon that inhabits Fulgrim was a strong enough telepath to enslave an entire world's civilization, for at least a few generations. Lorgar Aurelian, a fellow Primarch, is even more powerful, capable of toying with and telepathically torturing said Daemon, and apparently could have killed it at any time. When push comes to shove, in Aurelian, Magnus the Red (From the other side of the galaxy, while maintaining a psychic avatar on Lorgar's ship) proves that he is still the mightiest psyker among the Primarchs when he telepathically overwhelms Lorgar, his psychic attack was of such power that the paintings within Lorgar's tower went up in flames and elaborate sculptures shattered.
He is the most powerful psyker short of the Emperor in the setting, a master of all the disciplines. He can see the future in both the short and long term, enabling battle precognition. He can project gouts of flame that we have seen incinerate massive Emperor tier (so about 60+ meters tall and capable of taking and putting out salvos that can annihilate multiple cities) Titans, he can with a thought boil a creature's blood within their veins or pop them like pimples. With a glance, hundreds of Space Wolves died upon gazing into his eye.
Lastly, he has the fair healing factor of a Primarch. Parts of a Primarch's body have been shown to regenerate from horrific damage like having their flesh burned and boiled to the extent that there is little left but bone, and done so quickly. Magnus himself can further heal his wounds using his psychic powers.
I'd provide quotes but I'm lazy. Maybe later.
Planetary time control. Either at least a trillionth normal speed or a complete stop.
Mach 3,000+ normally, under the 'trillionth time slow' he would appear MFTL parm_k-monster
Country+ strength/durability.
Life wiper. Razed a planet via space-veil tearing(?) and secondary effects from fighting. Also with his continental-sized transmutation and galactic-scale telepathy.
Precognition.
Low Mountain level flames, boiled the blood of hundreds with a thought.
High-low Regeneration.
Assumed MFTL speed by slowing time is at the very top of High Herald, though without that the rest of him is on the very peak of Low Herald
I'd say Mid Herald.

I'm pretty sure Kratos can stab Hulk, won't do much in the long run though.

COG Veteran has informed me that this is the most metal novel series ever. Upon reading this, that claim has effectively been reinforced, and I must read it now.
Anyways, based on what I'm seeing, I'd actually guess Transcendant, but you would know better than I.

War for Low, Death for Mid, based on feats, abilities, and equipment. Based on hype, they are at least Low Heralds as they are supposed to be Life Wipers.Just the upper tiers and/or most well known versions IMO if there is to be a limit.
Most of the ninjas would probably fall in the Meta ranks.
Hashirama and Madara are the only ones who could be considered for the Low Herald Category, and so far, there are only three other ninjas (Sage, Ten Tailed Tobi & Naruto) who are on their level or higher, but they'd still be within Low Herald.
