It's hard to compare speed feats between the two since both have proven to be extremely fast. People who see Vader lacking in speed are a little bit too attached to the OT, maybe.
I honestly don't know who takes this fight. As far as my understanding of Vaapad goes, it makes you as strong as the enemy you're fighting, so the fact that he defeated Sids doesn't mean too much in this fight. Both are supreme combatants.

Its not just the OT, its blatantly stated Vader has mobility issues when it comes to dueling. I mean for shits sake he got tagged by ESB Luke. Do people really think he can take Mace Windu?

Come on. These by no means are even close to Mace Windu's 24 blades per second feat.
Well, speed blitzing anyone would be difficult if you have mobility issues... On the other two, he wouldn't be able to move his saber with such efficiency if he were so slow.
I do admit I made an overstatement by saying both are 'extremely fast'. Vader's fast, but probably not Windu fast. I still don't think he'd be by any means easy to defeat.
