Honestly; Beyonder could (PR) could wreck anything this side of TOAA.
He slapped down Galactus like a gnat. He punked Celestials liked gnats.
Even Thanos w/IG had to put some time and effort into taking down MCEs (Galactus among others took him on, and put up a fight. Nothing put up a fight against PR Beyonder).
As I understand it, The Presence is DC's version of TOAA. Basically DC's top of the food chain "God" with a big "G."
If so- The Presence should hold that small step above "on-panel" omnipotence.
(I say on-panel, because TOAA is basically "the writer", and its power transcendence rests in the fact that no comic book character can trump the person holding the pencil. Thus conjecture that Stan Lee/Roger Stern/Etc. held the "character basis" for TOAA.)
If we exclude The Presence (and by necessity, also exclude beings that wield the power of The Presence)- then no one in DC should be able to stand up to Pre-Retcon Beyonder in power.
He was concept designed to be the next step below the writer himself.
That said...
Beyonder is omnipotent, but not "omniscient."
This is prime factor to consider.
You can mess with Beyonder's head. You can manipulate him. You can, given the right character and enough invested time, even convince him to go away.
That is his Achilles heel, IMO. His curiosity would get the best of him/it in a "Global Control" scenario.
Remember- he's not here to kill in this scenario; he is here to "rule." Ruling implies keeping things alive, and subservient. Interacting with them. That's where things get dangerous for the fledgling God.
In time, Beyonder's own penchant for taking holidays from himself would allow certain brilliant entities the "in" that they would need to help Beyonder destroy himself.
Force cannot win this battle for DC. But Beyonder is new to the pencil (so to speak). A voice in his ear can dictate what he writes. And what he erases. A strong enough voice could lead him to erase himself right out of DC continuity.

You're claiming an oxymoron. You can't be Omnipotent and not be and not be Omniscience.
Being Omnipotent makes you both Omnipresent and Omniscience. But you can't be Omnipotent and not be the other two.
You can be Omnipresent and Omniscience and not be Omnipotent, but not the other way around.
