Because his track record in fights by no means suggest that he's slaughtering one of the most powerful sorcerers and Force users in the entirety of the Old Republic era.

Vader being able to best him isn't proof Nox can, so lol @ you trying to use that to fulfill your point. As stated earlier he was able to deflect missiles hurled at him and break his choke, so Galen really isn't far off from Vader in power to begin with. Considering Nox has no saber feats compared to killing Shaak Ti and improving enough to challenge Vader, its just another edge he has over Nox. Also lmfao @ failing to overwhelm Kazdan and Rahm:
