Have you seen yoda in action. He has successfully destroyed entire armies by himself. Sidious got older, but weaker no. He was able to study aspects of the dark side thus he got stronger. Oh the fact that 1) Vader was in control of the military so he didn't have to worry about that 2) governors/senators had been put in control of their own regions so he didn't have to mange all of that either, 3) the senate was dissolved so no more senate meetings, 4) had people like grand moff Tarkin who oversaw big projects like the Death Star, 5) The soldier was surprised that the Emperor was coming to the Death Star which shows he doesn't normally oversee construction work and let's vader or other officials handle things, 6) we don't see him in person until episode 6, 7) He was speaking with a council on the Death Star showing that he has people who can run the daily affairs of the empire. All of these are movie based.
