It never explained it in detail, but considering Tony's resources, it's no surprise Tony knew some of Parker's history, that he was a costumed super-powered vigilante and was gifted in school.

Given the recent circumstances he went to check him out. I felt the scene worked perfectly. Spiderman didn't overshadow Cap and WS only complimented it as did the other heroes.

With the increasing number of "enhanced" humans showing up everyday in the MCU it should be at no surprise that people like Tony that have the resources to keep an eye out for such people.
Especially if people on the street are filming Spidey and uploading youtube vids of him.
It would catch Tonys attention and obviously do some research on him.
Tony hacked Shield the first chance he got to find out their secrets.
I dont know why Tony keeping tabs on Parker and trying to know everything about him would seem strange or out of place/character.

Read some daft articles about some idiot questioning the writers why Tony should have picked Daredevil over Spider-Man because he's an adult. Article went on to basically say what PIS it was that he picked Spider-Man over DD facepalm

Tony would have picked Luke Cage if he was dwelling into Netflix characters. DD is good, but he'd be outclassed by everyone on Team Cap.

the DD series is very well done, but the one thing i don't like is how he's TOO grounded. Way too grounded, for my liking. I could see Affleck DD in the MCU, but the Netflix DD would could in no way keep up with Black Widow or Hawkeye, let alone Cap, Bucky & T'Challa.

Russos are the right directors for the Infinity War which will be renamed. Called it prior to the film.
