There is no consistent disparity between the two when it comes to strength until proven otherwise.

In Marvel comics, Thor and Hulk have always been treated as near equals. Heck, Thor even feels he's stronger than Hulk (Avengers #1, Volume 4) even though he really isn't. In other media though, Hulk has been depicted as clearly stronger than Thor (pure strength is really the Hulk's forte'😉.
Hulk might have more strength feats individually but in direct confrontation between the two, they've always practically stalemated each other (I'm not counting a bruised face as a loss).
Point is, Marvel has always depicted Thor and Hulk as near equals. Hulk might be a bit stronger but the difference isn't really significant until proven otherwise.

In fact even in one of Hulk's more recent books, Banner even flat out believes that it's "An Eternal Debate" as to who is stronger.

That's an eternal debate has always been something between Thor and Hulk since Thor rarely if ever claims Hulk is stronger than him...but wait, he actually did claim 3 after nearly dying from 3 punches from the Hulk.

What in the world. It has been outright stated recently that Hulk is the strongest on the planet. Thor is one of the strongest Heralds and they are near equals when the fight starts out but after that...
And that fight leaned more on Thors damage soak vs his strength. Hulk was clearly throwing him around and at the end, had him in a mount position pounding on him.
