No where did he hint to Ozy predicting the trajectory of a bullet(that was Inhuman which you are confusing). He was referring to the Ozy being able to fight at the speed at which he moved his hand to catch the bullet. Silent admits that Ozy moved his hand with superhuman speeds to catch the bullet but claims that he will not move that fast while in combat against Cap. That's why he gave the pitchers analogy. Pitchers can move their hands fast to throw a baseball (Ala Ozy to catch the bullet) but can't punch with the same speed.

That's makes no sense.
At worst, you are describing a scenario that is less than 1% chance of being true. This falls far under the preponderance of evidence, so it's definitely considered speculation. Also, even with that speculation, you have proved that Ozy still retains superhuman perceptions and therefore would still see Cap moving in slow motion.
