By that logic Krillin on Namek was stronger than 1st form Frieza since he was able to almost kill Vegeta while Frieza could only stalemate him.
Powering down and up create drastic differences in durability. The power level he fought Goku at was much higher than the one Vegeta harmed. Please use common sense and stop strawmanning me.

against goku bills didnt actually power up till about the middle of the fight so your point is void
vegeta allowed for krillin to critically hurt him so you example is flawed as well

You don't need to visably power up to increase your PL. Another example of this is when Goku fights the Ginyus.
My point is still valid. The lower your power, the easier it is to injure you. That's DBZ 101

Beerus himself. He saw Vegeta and company as fodder but viewed a SSJG as a worthy opponent. Why, oh why would he use the same level against fodder that he would use to battle someone he himself deemed worthy?

where did he power up before he fought goku..... bills didnt take goku seriously until goku told bills that he was holding back
There's a difference in how Bills treated Goku post god power up, and when he simply absorbed the standard ki of five Saiyan's, though. (And Goku was certainly more powerful then Vegeta with that ki amp.)
He was holding back, as he admitted as much, but it's the first time he was showing an interest in a fight, instead of acting like his time was being wasted.
