Um... Just throwing my hat into the ring here, are you forgetting that Gotenks made Super Buu bleed, but Mystic Gohan didn't? Even though he was much stronger than SSJ3 Gotenks? Yeah...
This has happened many times before, including when Krillin cut off Second form Frieza's tail, and Vegeta couldn't even make him flinch. This happens most often when characters are attacked by surprise, or ambushed.
Which is why Bills got phucked up by Vegeta, who he didn't expect to be nearly strong enough to fight on par with him. Otherwise, Bills would have gone all out, dodged or blocked all his punches, and put him down for the count. But he didn't. At least not until after Vegeta pounded on him for a solid minute and a half, and managed to make him do something even SSJG Goku didn't. Bleed.
We're not implying that SSJ2 enraged Vegeta is stronger than SSJG Goku, not by any stretch, but he was able to HURT someone that was stronger than Goku, even if only barely. This means that Vegeta would be able to hurt SSJG Goku even WORSE if Goku was in Bills's position. However, after the rage boost wore off, Vegeta would power down, and be capitally one-shotted like he was against Bills. He would still manage to hurt Goku though, which is a ridiculous feat, considering he's STILL ONLY A SSJ2, WHILE GOKU IS A SSJG.

tails have saiyans weak spot since the beginning of the series a simple grab Ko's saiyans so cutting it off by sword isnt inconsistent..... didnt some body pull a tail off at one point

Um, it is, when you have a great ape with a power level of 200,000 getting his tail cut off by a high-tier human.
Piccolo himself PULLED on Nappa's tail, and squeezed it in his hand. Nappa didn't flinch. Yajirobe EASILY, I might add, cut off Vegeta's tail with a regular samurai sword. May I remind you that not only was Great ape Vegeta OVER 10 times as powerful as Nappa, but Yajirobe was OVER 10 times weaker than Piccolo. Altogether, that adds up to being AT LEAST as stupid as Krillin cutting off Second form Frieza's tail. And don't try to say that the cutting power of Yajirobe's sword is why he could cut it off, because in Dragon Ball, Goku used his tail block a samurai's sword in the red ribbon army base.
AGAIN, NONE OF THIS ADDS UP TO INCONSISTENCY. It simply adds up to characters being surprised by sneak attacks and/or underestimating their opponent. Why do you think that Cell was able to tank a Kienzan to his neck, when Buutenks got cut in half by one? Simply because he got caught off guard. Cell simply had all his defenses up, and could tank pretty much everything. Otherwise, Super Vegeta's kick would have sent his head flying into orbit.
And yes, a few people have pulled off Saiyan tails. Piccolo did to Gohan, Kami did to Goku, and beyond that I can't recall. Anyway, what those instances all have in common, is that the person doing the pulling was much stronger than the person being pulled. Yajirobe might as well have been an amoeba compared to an elephant before Vegeta.

Uh, about as sturdy as their other appendages, like their fingers or something. Sure, they make you instantly immobile and weak if they are grabbed, but nearly every Saiyan other than Radditz has overcome this. Goku included. Hell though, Radditz even used his tail to whack Krillin through Roshi's house, which is a pretty impressive feat, given that Krillin back then was still able to survive town level+ attacks.
And what do you mean? In BOTG's? I think Vegeta hit AT LEAST as hard as SSJG Goku did, but the point is that he caught Bills off guard by doing so, which allowed him to hurt Bills before he could counter Vegeta. This allowed him to do EVEN MORE damage to Bills than Goku did, which puts Vegeta AT LEAST on par with SSJG Goku, which is monstrous, since he was only a SSJ2. Imagine him as a SSJ3, or SSJG.
