It's Will. And the eyepiece had to be on the wrong eye. Since these are real people, there's no way at least imo that he could have the cyber eye on the eye he actually aims with without some interface connection which Deadshot doesn't have. So either Will would have had to shoot from the wrong side, or we get a minor thing like a side switch.

I have a feeling Harley will steal the show in this movie. Everything I've seen so far points to this.
