Aside from the joking nature of his statement, Nakao is also just a voice actor. He certainly isn't a in a position to 'canonize' battle powers and whatnot.

But in the link, It has been translated in the article with Toriyama saying Freeza's power level IS one hundred quintillion.
But he can be joking tho.
Not joking at all and I see no reason on why it wouldn't be that high. They will probably throw power level out of the window with numbers like that. Also, first form Frieza killed Gohan with one freaking hit. That's insane. Just watched the dub version of the movie. Wonder where that would put first form Frieza power level at.
