We know that power rings amp speed. Abhi already claimed, in this thread, that any female GL is faster than Monica.
There's no reason to believe it doesn't also give Supergirl more speed.
It doesn't really matter though, because even if she was amped, 'Supergirl w/ Red Ring' is still an appropriate response to this thread.

The ft is questionable anyways. We don't see the entire flight there and Kara has shown that she can open wormholes/portals with her ring.
The entire showing was done off panel and this is probably what happened since she has done this, more than once. Even at a weakened state. If you need proof that the ring add power to the user, here...

We see the ring amping her to 100% of her power level, even in the atmosphere of Kryptonite that was weakening her before hand. The ring gave her 100% of her power back. Enough power to shed a being she was having problems with beforehand. Golgo loves DC but some of the characters, he lacks the knowledge. I can post more proof if needed.

It amped her to 100% of her power while being in the cloud of Kryptonite. Then she opened a portal which makes your ft questionable anyways. There's no arguing against this.
