Nothing showed he couldn't be moved

He didn't move from forces that were exerted against him that should have sent him flying. Even if Zod tries to fly off, the counterforce that will generate pulling on Shaw will just allow him to absorb it and not move.

I don't think you'd question that amount of force Magneto can exert using metal as a medium, even in her younger days, so keeping that in mind.

How do you explain Shaw casually pushing aside the steel H-beams Magneto was trying to stop him with?

I have my doubts that he could stop someone from lifting him. Otherwise, he should be able to float and defy gravity.

That's because he absorbed the energy they impacted him with. Don't really see that as being the same

He slammed the supports into Shaw, then slammed more there to pin him in place. And Shaw just sort of calmly tanked it and forced his way through them without much effort.

Magneto first slams several beams into Shaw which knock him back a little but cause no damage

Then Magneto tries to hold Shaw back with a beam but Shaw just walks right on through unaffected and all smug-like

The difference is Shaw can counteract horizontal forces as we see him doing there. He can't counteract the thrust created by Zod though. If he could, like I said earlier, he should be able to float via absorbing his "fall's" kinetic energy.

Saying he can counteract the horizontal and not the vertical is a little silly. Seems he can counteract when he wants, as making more sense

Zod shouldn't be able to hold him either, technically. As the force exerted to grab Shaw could be absorbed and negated

Except he can literally create a counter force forward via walking. He can't create create a downward force (other than perhaps barfing out a ton of energy).

Edit: watching that video Shaw even get knocked around a bit by Magneto...
