This is a guy that fight in Wars with 10's of thousands of monsters, SURROUNDING him and never get touched. Yes, I think the potential is there. Place those same 10 men in Legolas shoes...I wonder how they would turn out.

In melee range Cap's is far more likely to score the first hit than Legolas would. I mean did you see how he was able to deflect WS's attacks woth his shield and how fast their movements were? Which LOTR scene can you post which shows that Legolas can bypass this defense?

Post a clip of him being in a similar scenario to Cap, where he is able to avoid getting hit.

Yeah. A clip where he's surrounded by at least 10 Orc's, Uruk, etc... in a box less than 10 feet wide and 8-9 feet high.
Bolg was landing hits on him just fine in open spaces, but 10 highly trained agents who are faster than a big lumbering Orc weighed down by metal and no more than 3 feet away at any given time will never touch him?

Not the only war he fought in and lol, those shield agents were no names. Any argument you use for them being skilled, I can do the same for the monsters Legolas killed.

Not really Rumlow is not a no name and has his own "feats". And Shield Agents due to implied training and equipment are closer to no name elves than no name "monsters".
And even then, when has he ever fought that many opponents in that close an area and not get tagged?

Legolas fought Bolg AND some monster in an alley and held the edge. If you think Rumlow with an electrical stick is close to being comparable to Borg with a sledge then I don't know what else to tell you.
You honestly don't have any proof on how skilled those agents were. For all we know, they could've been hired on that same day. Who knows. Crazy thing is, they wasn't even trying to kill Cap, they were there to subdue him.
