Bills vs Z-Fighters was quite a bit more one-sided than most of those, though. However, let's say you're right and 2x is enough for that.
Then 3-6% Bills would still be at least twice as strong as Mystic Gohan (Took him out with a single blow), who you've credited with being much stronger than SSJ3 Goku in the past.
In that case you still have numbers like 30x - 50x SSJ3 for SSJG

Very good point. The whole namek saga was full of examples of characters with moderately more power than the other stomping them like children.
