I think there's something to the notion that the mystery U4 guy(s) are the mortal(s) stronger than Quitela, who's >/~ Beers.Jiren vs. Goku is happening too early for it to end with Goku defeating or losing to him.
It would really throw the power scaling out of wack even more so that it is when Beerus still doesn't seem worried by Freeza, Goku, or Vegeta.

Huh? That's the point.
Jiren (who isn't this mortal, apparently) is currently waaaay more powerful than the likes of Goku, Vegeta, and Frieza. This U4 mortal would be stronger than even that. So essentially:
U4 Mortal > Beerus > Jiren >> Goku/Vegeta/Frieza.
A mortal being stronger than Beerus in the tournament doesn't explicitly contradict Beerus not fearing the likes of Goku/Vegeta/Frieza.
