So in the manga, Android 17 is still powerful as shit. He was beating around SSJ3 pretty good, though admittedly it seemed as though Goku wasn't really trying to fight back whilst in SSJ3.Also can't forget that Oob was introduced.
All in all, I continue to believe the manga is better than the anime.
Oob was mentioned in the anime, but I'm glad the manga actually depicted him -- now I'm certain he won't be forgotten. After all, if Freeza was able to achieve God-level power with a little training, just imagine what Oob is capable of...
The manga is a LOT better than the anime. It has added SO much depth to characters that desperately needed it -- Jiren is a prime example. 👆

Cell would be cool and all, but I just don't see it happening. Aside from the fact that RoF Freeza has already been introduced in the manga, he has also been integral in the anime's rendition of the ToP.
...And Freeza is also a LOT more powerful than Cell would be right now.

They're conserving power/stamina for the final showdown, which is a good decision from a tactical POV. Given the stakes, there's no reason to fight(and burn energy) if you don't absolutely *have* to.
...Sharp contrast to Goku, for example, who has gone around trying to pick fights with everyone he's come across, like some drunk/belligerent asshole at a dive bar. ermm

Ahh Cool, I wasn't aware they had done that. I just noticed how in the Dragonball Super manga, they skipped entirely over "Freeza getting back for revenge",and went straight to the 6 vs 7 universe act, but that would make sense since they made the 3 part mini.
Edit: Having reread the first issues, they do mention Freeza and that they might need to revive him, just before we are introduced to Champa in Dragonball Super #4, that is it.
They so far haven't shied away from changing the manga in relation to the anime, but changing to Cell instead of Freeza might be to drastic a change.
If they hadn't reintroduced him in the 3 part mini, and made no notion of him being revived previously and having trained for four months? I disagree, Cell would then be vastly more powerful. As of now with the three part mini, yes then Freeza is obviously stronger, i agree.

Cell would be a lot cooler than Freeza to bring back, but the Cell seen being defeated by Mr. Satan is about all we are going to get I bet. It would be too odd a change.

It's basically an immediate precursor to the events of the 3-part RoF mini. Also keep in mind that the RoF film itself is still very much canon to the series.
