Do you think Goku will ever do it at will?
Because it can lead to some pretty amusing scenarios if he doesn't. I mean, Vegeta is a pretty sharp cookie, so I can see something like this happening:
Beerus: Time for our rematch. Turn Ultra Instinct.
Goku: I told you. I did that by accident!
Beerus: TURN ULTRA UNSTINCT, OR I BLOW UP THE EARTH!
Vegeta: *In a panic*. W-wait! Kakarot, think back. What triggered the transformation!
Whis: It seemed to happen every time he was near death.
Vegeta: Near death, you say?
Bulma, bring out the food we were saving for Beerus!
Beerus: whaaat!? That's mine Vegeta!
Vegeta: Just trust me. You want to fight Ultra Instinct, don't you?
*Goku starts gorging himself like he hasn't eaten in a year*
Whis: Good grief.
Beerus: I think I lost my appetite..
Vegeta: That's right.. Juust keep eating. Try the tender pork and fi-FINAL FLAAAASH!
And any time they need UI, it would be some new way to almost kill him. 🙂
He should not be able to utilize MUI anytime he wants. It is something that should be used when he is in a crisis situation. The purpose of MUI is to not get hit. If he have complete access to this ability, it would make his villains irrelevant tbh and if there is some relevance to said villains and they were able to put up a fight against MUI Goku and land attacks, a lot of attacks, then that tells us that this technique isnt mastered. It is another transformation. This shouldn't be hard to comprehend.

The skill itself is mastered. Activating it is not.
Since it's based on instinct, maybe it can't be (Every time it kicks in, Goku is about to be killed. Pure fight or flight mode, a state you can't achieve at will.)
It would take something extra special, like meditation or a technique to envision ones own demise, to the point where the mind believes it.
Or alternatively, just have Vegeta or Beerus hit him with their strongest attack. Or maybe have Krillin shoot him with a gun.

It would make the continuity a headache, that's for sure (as if it wasn't enough already). And don't get me wrong, I love a lot of the ideas Heroes has had, otherwise I wouldn't of been posting some of them here. xD But yeah, it seems to just be a promotional anime for Heroes from the looks of it, something to give fans while we're waiting for the next main installment I guess.
