MUI Goku just has bigger feats than Gogeta looking back on it. All the gods stood up when Goku hit it, Beerus was losing his shit. He wasn’t losing his shit over Jiren really or Broly.

Arnt all the gods mortal as well before they become GoDs? Like if Goku or Vegeta become ones they won’t be considered mortal anymore right?

If we go with that, then what that means is we definitely know Jiren and MUI are above Beerus, but Goku only thinks it's a probability that Broly is above Beerus based on a very ignorant understanding of Beerus' true power.
But in the manga? It doesn't seem as clear cut to me. I don't remember reading any statements in the manga proclaiming Jiren to be above all the GoDs (nor MUI Goku) for that matter, in fact, Goku was stated to be at something of a disadvantage using MUI because he didn't have any training with it. His body was reacting on it's own, but due to his inexperience fighting in that state, he was liable to make mistakes.
So ultimately, in the anime, MUI Goku and Jiren are supreme, followed by Beerus, Gogeta and Broly.
In the manga, Gogeta and Broly are supreme, Beerus is in the middle again, and then around that ballpark is Jiren and MUI Goku, if not below him.
If anyone can refine those rough thoughts with some scathing criticism or insight that'd be swell.
