Sidious didn't bust the Imperial palace, as I pointed out. Hell, thoughts don't count as iron evidence. Starkiller thought he could bust the Jedi Temple. Maul thought he could solo the Jedi temple too. Dooku thought he could challenge Yoda. Sith are notorious for overconfidence.
Ziost > Force Storms. Especially considering Vitiate wasn't 100% there and grew from it immeasurably.

He still clearly had a defense with tutaminis. The same tutaminis that easily redirected Nyriss's own incredibly powerful lightning. It's like saying Arcann was defenseless against Valkorion because he erected a barrier to try to block it, lmfao.
Maybe his most powerful expressions of lightning are just...expressed differently. Sidious's most powerful lightning was still just a stream. Hell, Valkorion's varies.
Is there any evidence that Luke's defensive capabilities with the force rival Revan's? I'd take Revan's pre peak SF feat and his feat against Nyriss over those.
