There should probably be a amalgam power limit, but high herald seems low given that a lot if low heralds can give many HHs a good fight.
Id really agree with the TP limit, but see no charactera that require banning beyond doomsday. Graviton is only OP because of one arc that had retarded power levels, but I wont argue his ban.

You can't summon past your own power levels. Like Strange summoning Shuma. Someone mentioned Tony summoning his armors which is a great example so long as the number that he summons does not exceed his ability to put them down if the situation was reverse

In a scenario fight, the contestants in whose city/reality the fight takes place are allowed access to any material resources they usually have there or of any team they're active members of, as long as they can reasonably get to them. For example, in a scenario set in the DCU, Green Lantern would have access to equipment in the JLA Watchtower, but not the Titans headquarters....
Or is this not a scenario fight?

just quoting this because it feels a little like things are...getting out of hand. already. now, i guess the emma limit is already gone, but, it really feels like we're looking at capping the power level not at high mid herald, but rather at high herald levels. i'd just like clarification on the above rules and which ones are and are not still in play... don't forget--the mid herald amalgam limit in my tourney was set because we had a low herald and a high meta. here it's 2 low heralds, so, maybe upping the cap to high herald would be a fair decision...? /shrug

Standard Gear Rule Character comes in with what he is historically known for caring.
Non standard gear must be created you NOT grab it from your lab, and equip yourself with it.
Ugh, nerfing powers without limiting picks. That's the only thing that, historically, is a mess. Expect a bunch of "mine is exactly at the allowable caps for power output" arguments matched against one another, while the judges are looking at planet-busting feats and such, and unsure of what should be considered.
Just be a stickler on the no amping rules, and you'll actually have a chance at staying under those caps.
Everything else looks decent. You still need a rule on BFR and self-BFR, unless you're dealing with guys like Atom and astral beings individually.
