Him just being there isn't proof he was responsible.
It does prove this is post crisis. Even events observed via time travel during Crisis itself count as "post crisis", if they happen in a post crisis story, as pre crisis events still happened. Just altered to suit the post crisis power levels and changes.
A lot of Green Lantern history is like this. Beating Krona, or containing a sentient sector of space are accepted post crisis feats because they were referenced post crisis, even though they originally happened pre crisis. Hal Jordan and Ollie Queen traveled America in the pre crisis era, but it still happened post crisis.
99.9% of Legion of Super Heroes history applies in the post crisis era.

That proves that Superman wasn't affected by the Time Stop for "some reason that speeded him up".
That's not applicable to combat speed.
