No, aside from the label of "Muslim refugee attacks" on the video, I have no way of knowing what the guy under the hood looks like, if he's a refugee or what he's saying.

Going from his hands he looks like he could be black, which is fine as there's black Muslim refugees and French is spoken/the official language in several countries. But again, where are you getting your for certain facts from?
